New builds and developments

Sales of homes built to the most recent Building Regulations (Regulation 17C, Part L1a, 2010), all new homes now require an EPC (sold on or after 6th April 2008).

New homes built under the pre-2010 Building Regulations may comply with the SAP 2005 requirements provided the building regulation application was lodged before 1st October 2010, and subsequently approved, and construction starts before 1st October 2011. New homes not conforming to these dates are currently required to comply with SAP 2009 and Building Regulation 17c (2010 Approved Document)

New homes marketed "off-plan" before they are physically complete will not have a full Energy Performance Certificate (EPC) as these can only produced following a physical inspection of a completed building. In these cases, a Predicted Energy Assessment (PEA) will be available from the Estate Agent.

Buildings that have been materially altered or changed would not be classified as a new build but they are still covered by Regulation 17C of the Building Regulations.

Converted buildings now to include a dwelling will also have to have a PEA and on completion a full EPC as above.
