This website is dedicated to Energy Efficiency in Buildings. That includes new homes, new dwellings in converted buildings and existing dwellings when sold or rented under a new tenancy agreement from 1st October 2008.

'On Construction' Domestic Energy Assessors

From 6th April 2008 - On Construction Domestic Energy Assessors will prepare Predicted Energy Assessments and Energy Performance Certificates for newly-built homes. They may also be able to carry out the building CO2 emission rate calculations needed for Building Regulations approval.

The need for Energy Performance Certificates

Currently, commercial buildings -

From 1st October 2008 anyone intending to sell or rent out any commercial building having a floor area of 50 square metres or more will need to show any prospective purchaser or tenant an Energy Performance Certificate (EPC) for the building.

Newly constructed buildings will already have an EPC which will be required by building control.

With respect to new dwellings under Part L1a. we have been advised DCLG (Department for Communities and Local Government) that the release of SAP 2009 EPCs is to be deferred until 27th March 2011, to coincide with the release of RdSAP 2009 EPCs. The implementation of SAP 2009 calculations will still commence on 1st October 2010, as previously announced, and we have also been advised that our Design SAP 2009 software has received BRE approval (30th September) and will be released but subject to add-on and amendments right up to 27th March 2011.

In order to comply with the revised legislation, it will be necessary for us to utilise both SAP 2005 and SAP 2009 versions of the Elmhurst Design software in order to cover four possible scenarios. The table below illustrates when each software version should be used:

It is anticipated that only a small number of newly constructed/converted dwellings will be affected by this deferment period given that, traditionally, very few new properties are constructed and completed between 1st October 2010 and 27th March 2011.

New dwellings conforming to Part L 2010 will not be completed until some time after 1st October 2010 and Building Regulations CO2 emission calculations will be produced using the SAP 2009 software. In the event that construction is completed before 27th March, the SAP 2005 software would again be used to produce the EPC.
